The Truth In The Spirit's Central Virginia Economic Initiative leverages a 50-organization regional partnership to address the root causes of homelessness and poverty through workforce development, healthcare access, financial literacy, and small business creation. The original 50 partners will donate some of our services to help finance this initiative. Financial partnerships and grants can supplement the finances need to enable a coordinated, evidence-based approach that stabilizes vulnerable households while building long-term economic mobility and self-sufficiency. By increasing employment, supporting entrepreneurship, and reducing reliance on emergency services, this initiative will generate measurable cost savings and strengthen the workforce pipeline in the city of Richmond, then the Central Virginia region, then statewide in Virginia in large cities, then in various cities throughout the United States. This project directly aligns with federal and state priorities to expand economic opportunity, improve public health outcomes, and foster resilient, locally driven economies.

The Central Virginia Economic Initiative delivers integrated workforce development services that increase employment, earnings, and job retention for individuals facing significant barriers to employment. Through coordinated job readiness training, industry-recognized credentialing, and AI and technology skill development aligned with in-demand sectors, the initiative will serve 300–400 participants annually, with targeted outcomes of 70% job placement, 65% credential attainment, and 60% job retention at 6–12 months. The program incorporates strong employer partnerships and wraparound supportive services—including transportation, childcare, and housing stabilization—to ensure participants successfully enter and remain in the workforce. By connecting underserved populations to quality employment and career pathways, this initiative strengthens the regional workforce pipeline and advances ETA’s mission to build a skilled, resilient workforce that meets the needs of Virginia employers.
